Start with the distinction

A government funding program may be a loan, contract, tax benefit, technical assistance, or grant. These are different tools. An ordinary new business should not assume a government grant is available just because a page discusses business funding.

What SBA says

SBA says it does not provide grants for starting or expanding a business. Its limited grant programs generally support research and development, manufacturing, exporting, or organizations that provide entrepreneurship support. Read current SBA program pages for the intended applicants.

Research and development is a specific path

SBIR and STTR are competitive federal programs for eligible small businesses responding to agency research topics. They require a suitable research project, a current solicitation, and compliance with program rules. STTR also involves a research institution partnership. They are not general-purpose startup funds.

Consider practical alternatives

SBA describes loan programs and connects businesses with lenders and resource partners. Local economic development agencies, workforce boards, universities, and private competitions may have programs, each with its own conditions. A loan requires repayment; a competition is not a guaranteed grant.

Use Grants.gov correctly

Grants.gov primarily lists public-purpose federal opportunities, many for organizations. Its guidance says it does not provide personal financial assistance. Confirm the notice’s applicant eligibility and full terms before investing time in an application.
